* FLOOD STAGE IS 10.0 FEET.
* MODERATE FLOODING IS OCCURRING AND MODERATE FLOODING IS FORECAST.
* FORECAST...THE RIVER WILL CONTINUE RISING AND CREST NEAR 13.5 FEET
  THURSDAY EVENING.
* IMPACT...AT 14.0 FEET...MAJOR FLOOD...HEAVY COMMERCIAL, INDUSTRIAL,
  AND RESIDENTIAL DAMAGES. IN WATERTOWN, FLOODING OF HUNTINGTON
  STREET, RIVER STREET RESIDENCES, WATERMATOX AND GAMBLE MARINE
  FACTORIES; MAJOR RESIDENTIAL FLOODING IN TOWNS OF CARTHAGE.
