NEW YORK AND NORTHEAST PENNSYLVANIA MONDAY NIGHT AND TUESDAY.
LOCALLY HEAVY PRECIPITATION COULD OCCUR. HOWEVER, IT REMAINS
UNCLEAR AS TO WHAT TYPE OF PRECIPITATION (RAIN, SNOW, ICE, OR SOME
COMBINATION).

...A LAKE EFFECT SNOW BAND WILL AFFECT MADISON AND ONONDAGA
COUNTIES...

* UNTIL 930 PM EST.

* AT 628 PM EST...A PERSISTENT LAKE EFFECT SNOW BAND EXTENDED FROM
  NEAR LIVERPOOL AND SYRACUSE TO NEAR MORRISVILLE. THIS LAKE EFFECT
  SNOW BAND WILL REMAIN OVER THIS AREA THROUGH THE NEXT THREE TO
  FOUR HOURS.

VISIBILITIES WILL RANGE FROM NEAR ZERO TO ABOUT 1/2 MILE IN THIS
SNOW BAND. NEW SNOW ACCUMULATIONS AROUND AN INCH ARE EXPECTED.

CONDITIONS CAN DETERIORATE RAPIDLY IN WINTER WEATHER SITUATIONS. BE
PREPARED FOR SNOW OR ICE COVERED ROADS. SLOW DOWN AND ALLOW EXTRA
TIME WHEN TRAVELING.

  COLD MAY ALSO LEAD TO PIPES FREEZING.

* WIND CHILL READINGS...AS LOW AS 29 BELOW.

* WINDS...NORTHWEST 10 TO 20 MPH WITH GUSTS UP TO 35 MPH.

* TEMPERATURES...10 BELOW TO 5 ABOVE ZERO.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL WARNING MEANS THE COMBINATION OF VERY COLD AIR AND
STRONG WINDS WILL CREATE DANGEROUSLY LOW WIND CHILL VALUES. THIS
WILL RESULT IN FROST BITE AND LEAD TO HYPOTHERMIA OR DEATH IF
PRECAUTIONS ARE NOT TAKEN.
