   WIND CHILL WARNING.

A STORM SYSTEM WILL IMPACT THE AREA TUESDAY WITH A LARGE AMOUNT
OF PRECIPITATION. IT IS STILL VERY UNCERTAIN HOW MUCH COLD AIR
WILL BE IN PLACE AS THE STORM ARRIVES, THEREFORE PRECIPITATION
TYPE COULD VARY BETWEEN RAIN, SNOW OR ICE. WE WILL HAVE MORE
DETAILS AS WE GET CLOSER AND OUR CONFIDENCE GROWS.

...SNOW SQUALL LIKELY WILL IMPACT THE FINGER LAKES TO UPPER
MOHAWK VALLEY LATE THIS EVENING...

AN ARCTIC FRONT WILL CROSS THE REGION BETWEEN 10 PM AND 1 AM
USHERING IN THE COLDEST AIR OF THE WINTER SEASON. A SNOW SQUALL
WITH HEAVY SNOW, GUSTY WINDS AND NEAR ZERO VISIBILITIES IS
EXPECTED TO REACH FROM SYRACUSE TO PENN YAN BY ABOUT 10 PM AND
FROM UTICA TO ITHACA AND CORNING BY AROUND 11 PM TO MIDNIGHT. AS
THE SNOW SQUALL MOVES FARTHER SOUTH IT IS EXPECTED TO WEAKEN.

A QUICK 1 TO 2 INCHES OF SNOW IS POSSIBLE WHEN THIS SQUALL PASSES
ALONG WITH WIND GUSTS TO 40 MPH. BRIEF WHITEOUT CONDITIONS ARE
POSSIBLE WHICH COULD MAKE TRAVEL VERY DANGEROUS.

* IMPACTS...POTENTIAL FROSTBITE AND HYPOTHERMIA. THE EXTREME
  COLD MAY ALSO LEAD TO POTENTIAL FROZEN PIPES.

* WIND CHILL READINGS...DROPPING TO BETWEEN 20 BELOW AND 35 BELOW
  ZERO FROM LATE TONIGHT TO SUNDAY MORNING. LOWEST WIND CHILLS
  WILL BE FROM SATURDAY NIGHT TO SUNDAY MORNING OVER THE HIGHER
  TERRAIN.

* WINDS...WILL BECOME NORTHWEST 15 TO 25 MPH WITH GUSTS UP TO 45
  MPH AFTER MIDNIGHT AND LAST THROUGH SATURDAY NIGHT.

* TEMPERATURES...WILL FALL TO THE THE SINGLE DIGITS SATURDAY
  MORNING AND FALL TO ZERO TO 5 BELOW SATURDAY AFTERNOON. LOWS
  SUNDAY MORNING WILL RANGE FROM 5 BELOW TO 15 BELOW ZERO. LOWEST
  TEMPERATURES WILL BE OVER THE HIGHER TERRAIN.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL WARNING MEANS THE COMBINATION OF VERY COLD AIR AND
STRONG WINDS WILL CREATE DANGEROUSLY LOW WIND CHILL VALUES. THIS
WILL RESULT IN FROST BITE AND LEAD TO HYPOTHERMIA OR DEATH IF
PRECAUTIONS ARE NOT TAKEN.
