IN ADDITION, A STORM SYSTEM IS STILL EXPECTED TO IMPACT CENTRAL
NEW YORK AND NORTHEAST PENNSYLVANIA MONDAY NIGHT AND TUESDAY.
LOCALLY HEAVY PRECIPITATION COULD OCCUR. HOWEVER, IT REMAINS
UNCLEAR AS TO WHAT TYPE OF PRECIPITATION (RAIN, SNOW, ICE, OR SOME
COMBINATION).

* TIMING...THROUGH SUNDAY MORNING.

* IMPACTS...POTENTIAL FOR FROSTBITE AND HYPOTHERMIA. THE EXTREME
  COLD MAY ALSO LEAD TO PIPES FREEZING.

* WIND CHILL READINGS...AS LOW AS 38 BELOW. LOWEST WIND CHILL
  VALUES WILL BE OVER THE HIGHER TERRAIN.

* WINDS...NORTHWEST 15 TO 25 MPH WITH GUSTS UP TO 35 MPH.

* TEMPERATURES...17 BELOW TO 2 ABOVE ZERO.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL WARNING MEANS THE COMBINATION OF VERY COLD AIR AND
STRONG WINDS WILL CREATE DANGEROUSLY LOW WIND CHILL VALUES. THIS
WILL RESULT IN FROST BITE AND LEAD TO HYPOTHERMIA OR DEATH IF
PRECAUTIONS ARE NOT TAKEN.
