  Sullivan County in central New York...
  Chenango County in central New York...
  Susquehanna County in northeastern Pennsylvania...

  Pike County in northeastern Pennsylvania...

* Until 1245 PM EST.

* At 947 AM EST, Rain and snowmelt will cause urban and small stream
  flooding. Overflowing poor drainage areas will result in minor
  flooding in the advisory area. A stripe of rain between 1.0 to 1.5
  inches has already fallen across northeast Pennsylvania into the
  Western Catskills. Rain will continue through midday before
  becoming showery.

* Some locations that will experience flooding include...
  Rockland, Scranton, Wilkes-Barre, Falls, Dunmore, Oneonta,
  Kingston, Fallsburg, Nanticoke and Plains.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

...FLOOD WATCH IN EFFECT THROUGH THIS EVENING...

The National Weather Service in Binghamton has issued a

* Flood Watch for portions of central New York and northeast
  Pennsylvania, including the following areas, in central New
  York, Delaware and Sullivan. In northeast Pennsylvania,
  Lackawanna, Luzerne, Northern Wayne, Pike, and Southern Wayne.

* Through this evening

* A large area of moderate to heavy rain will impact the watch
  area this morning. Hourly rainfall rates of 0.25 to 0.5 inches
  are likely, with total rainfall of 1 to 2 inches possible in
  parts of northeast Pennsylvania and the western Catskills of New
  York by midday.

* The above described rainfall could lead to rapid rises on
  smaller tributaries and possible flooding, with significant
  rises also anticipated on some area rivers. Given the quick
  increase in water levels today, ice movement is probable, and
  additional ice jams could form.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
Flood Warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

This Hazardous Weather Outlook is for central New York and
northeast Pennsylvania.

.DAY ONE...Today and Tonight.

Mild temperatures will continue to melt our snowpack today. In
addition, rain will occur this morning and early afternoon. These
factors will increase runoff into area rivers, creeks, and streams,
which could cause additional ice jams to form.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday.

Hazardous weather is not anticipated at this time.

.SPOTTER INFORMATION STATEMENT...

Spotter activation is not expected at this time.
