  MUSKINGUM AND NOBLE. IN PENNSYLVANIA...ALLEGHENY...ARMSTRONG...

  RAIN IS POSSIBLE THROUGH THE WATCH PERIOD. THIS COUPLED WITH
  SNOW MELT AND ICE ON AREA STREAMS COULD COMBINE TO CAUSE
  FLOODING OF STREAMS AND CREEKS THROUGHOUT THE AREA.

* PERSONS ALONG ANY STREAMS...CREEKS AND RIVERS SHOULD MONITOR
  WATER LEVELS AND BE PREPARED TO TAKE ACTION SHOULD FLOODING
  DEVELOP.

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

...The flood watch continues for the following rivers in
Pennsylvania...West Virginia...
  Monongahela River Near Charleroi affecting Fayette...Washington
  and Westmoreland Counties
  Monongahela River Near Elizabeth affecting Allegheny...Washington
  and Westmoreland Counties
  Cheat River At Rowlesburg affecting Preston County

.  A low pressure system will move eastward today spreading mixed
precipitation to our region. Across the Monongahela and Cheat
River basins, the precipitation is expected to fall primarily as
rain. Rainfall amounts anticipated at this time across these
river basins are expected to range from 0.75 to 2.05 inches.
Some of this precipitation will be in the form of snow.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

SAFETY MESSAGE...a watch means that flooding is possible but not a
certainty. rainfall of 1.50 inches to 2.00 may cause flooding.
actual rainfall amounts and potential flooding will ultimately depend
on the direction and speed of the storm. PEOPLE IN THE WATCH AREA
SHOULD KEEP AN EYE ON THE WEATHER AND BE PREPARED FOR IMMEDIATE
ACTION SHOULD HEAVY RAINS AND FLOODING OCCUR OR A RIVER FLOOD WARNING
