THIS HAZARDOUS WEATHER OUTLOOK IS FOR PORTIONS OF SOUTHEAST TEXAS.

...FLOOD WATCH IS IN EFFECT THROUGH 7 PM CDT....

.DAY ONE...THIS AFTERNOON AND TONIGHT

LOCALLY HEAVY RAINFALL FROM CLUSTERS OF MODERATE RAIN CELLS AND
EMBEDDED THUNDERSTORMS SLOWLY TRAINING NORTHEASTWARD WILL EXACERBATE
FLOODING ISSUES IN THOSE COMMUNITIES THAT HAVE ALREADY ACCUMULATED
UP AN AVERAGE TWO TO FOUR INCH RAIN AMOUNTS THURSDAY MORNING. ISOLATED
FIVE TO SEVEN INCH TWO DAY AMOUNTS ARE LIKELY...ANY RAIN OVER THESE
AREAS WILL QUICKLY INDUCE THE FLOODING OF LOW LYING AREAS AND ROADWAYS.
AS OF NOW...THERE ARE NO BAYOU FLOODING CONCERNS BUT THIS WILL NEED
TO BE CLOSELY MONITORED INTO EARLY FRIDAY.

ALSO...FUNNEL CLOUDS ARE POSSIBLE WITHIN THIS TROPICAL AIR MASS.
THERE IS A SLIGHT CHANCE THAT ANY FUNNEL CLOUD MAY BRIEFLY TOUCH
DOWN AS A WEAK TORNADO.

.DAYS TWO THROUGH SEVEN...FRIDAY THROUGH WEDNESDAY

MORE RAIN IS FORECAST ON FRIDAY AND THIS WILL MOST LIKELY KEEP THE
FLOODING THREAT ALIVE THROUGH THE FRIDAY AFTERNOON. RAINS ARE EXPECTED
TO WANE BY LATE FRIDAY WITH A MUCH DRIER WEEKEND EXPECTED ACROSS MANY
INTERIOR COUNTIES. RAIN CHANCES WILL STILL REMAIN FOR THE COASTAL
COUNTIES THROUGH EARLY NEXT WEEK.

THE FLOOD WATCH IS NOW IN EFFECT FOR

* A PORTION OF SOUTHEAST TEXAS...INCLUDING THE FOLLOWING
 COUNTIES...AUSTIN...BRAZORIA...CHAMBERS...COLORADO...FORT
 BEND...GALVESTON...HARRIS...JACKSON...LIBERTY...MATAGORDA...
 MONTGOMERY...SAN JACINTO...WALLER AND WHARTON.

* THROUGH FRIDAY MORNING

* RAINFALL WITHIN THIS TROPICAL AIR MASS HAS BEEN EXCESSIVE OVER
  PARTICULAR AREAS OF THE WATCH AREA. 48 HOUR RAINFALL TOTALS ARE
  GREATER THAN 5 INCHES OVER AREAS OF WESTERN HARRIS...NORTHERN
  MONTGOMERY AND SOUTHERN SAN JACINTO COUNTIES...WITH THE HIGHEST
  6 HOUR TOTALS JUST NORTHWEST OF DOWNTOWN HOUSTON AND ALONG CLEAR
  CREEK. AREA BAYOUS MAY QUICKLY RESPOND WITH RAPID RISES WITHIN
  RAIN EXCEEDING FOUR INCH PER HOUR RATES. THERE IS A GOOD CHANCE
  THAT THE AREA COULD SEE ANOTHER 1 TO 3 INCHES OF RAIN WITH
  ISOLATED 3 TO 4 INCH AMOUNTS THROUGH FRIDAY MORNING. SINCE THIS
  IS A TROPICAL AIR MASS...THE FLOODING THREAT WILL COME FROM SLOW
  MOVING POCKETS OF HEAVY RAIN OR ISOLATED THUNDERSTORMS...POSSIBLY
  BEING ENHANCED BY STORM OR OUTFLOW MERGERS.

* AFTER THIS AFTERNOON`S ACTIVITY WANES THROUGH LATE AFTERNOON...
  THE TIMING OF THE NEXT MODERATE TO HEAVY RAINFALL IS EXPECTED TO
  BECOME MORE WIDESPREAD EARLY FRIDAY MORNING AND POSSIBLY CONTINUE
  INTO THE EARLY AFTERNOON.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO
CROSS SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED
QUICKLY. IF YOUR VEHICLE STALLS...ABANDON IT AND SEEK HIGHER
GROUND IMMEDIATELY. RAPIDLY RISING WATER MAY ENGULF YOUR VEHICLE
AND ITS OCCUPANTS AND SWEEP THEM AWAY. MOVE TO HIGHER GROUND.

* FLASH FLOOD WARNING FOR...
  SOUTHEASTERN HARRIS COUNTY IN SOUTHEASTERN TEXAS...
  NORTHWESTERN GALVESTON COUNTY IN SOUTHEASTERN TEXAS...
  NORTHWESTERN CHAMBERS COUNTY IN SOUTHEASTERN TEXAS...

* UNTIL 430 PM CDT

* AT 236 PM CDT...DOPPLER RADAR INDICATED CONTINUED HEAVY RAIN
  ACROSS THE WARNED AREA. UP TO FOUR INCHES OF RAIN HAVE ALREADY
  FALLEN. LEAGUE CITY EMERGENCY MANAGEMENT IS REPORTING SOME STREET
  FLOODING THERE. A SLIGHT DECREASE IN RAIN RATES HAVE BEEN
  OBSERVED BUT WITH AN ADDITIONAL 1 TO 2 INCHES IS POSSIBLE THE
  FLOOD THREAT WILL INCREASE IN THE SHORT TERM AS GROUND IS
  SATURATED.

  HEAVY RAIN OVER THE ADVISORY AREA. RAINFALL RATES BETWEEN 2 AND 3
  INCHES PER HOUR ARE BEING OBSERVED BETWEEN HOUSTON AND GALVESTON
  ISLAND. THIS HEAVY RAINFALL IN A SHORT PERIOD OF TIME WILL CAUSE
  MINOR FLOODING IN THE ADVISORY AREA. THIS AREA OF HEAVY RAIN WILL
  BE TRANSITIONING EAST NORTHEAST INTO CHAMBERS AND LIBERTY COUNTIES
  WITH TIME.

* SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...
  SOUTHEASTERN PASADENA...PEARLAND...LEAGUE CITY...BAYTOWN...

PRECAUTIONARY/PREPAREDNESS ACTIONS...

EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE PONDING OF WATER IN
URBAN AREAS...HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER
POOR DRAINAGE AREAS AND LOW LYING SPOTS. DO NOT ATTEMPT TO TRAVEL
ACROSS FLOODED ROADS. FIND ALTERNATE ROUTES. IT TAKES ONLY A FEW
INCHES OF SWIFTLY FLOWING WATER TO CARRY VEHICLES AWAY.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. MOVE TO HIGHER GROUND.
