...LOCALLY HEAVY RAINFALL AND SNOWMELT MAY LEAD TO FLOODING
TUESDAY EVENING THROUGH THURSDAY ALONG THE NORTHERN PLATEAU AND
SOUTHWEST VIRGINIA...

.A COLD FRONT WILL BRING WIDESPREAD RAIN TO THE REGION TUESDAY
NIGHT AND WEDNESDAY. DUE TO THE SLOW MOVING NATURE OF THIS
FRONT...LOCALLY HEAVY RAINFALL IS EXPECTED TO OCCUR ALONG AND
NEAR WHERE THIS BOUNDARY STALLS ON WEDNESDAY. WIDESPREAD RAINFALL
AMOUNTS OF 1 TO 3 INCHES WILL BE POSSIBLE THROUGH WEDNESDAY
EVENING ALONG THE NORTHERN PLATEAU OF EAST TENNESSEE AND THE
CUMBERLAND MOUNTAINS OF SOUTHWEST VIRGINIA. THE COMBINATION OF
THIS RAINFALL...ALONG WITH THE MELTING SNOW COULD LEAD TO FLOODING
ACROSS THIS AREA THROUGH THURSDAY EVENING.

  VIRGINIA...LEE...RUSSELL...SCOTT...WASHINGTON AND WISE.

* FROM TUESDAY EVENING THROUGH THURSDAY EVENING

* PRECIPITATION AMOUNTS BETWEEN 1 AND 3 INCHES COMBINED WITH
  WATER FROM MELTING SNOW AND ICE MAY PRODUCE FLOODING ACROSS
  THIS REGION.

* FLOODING POTENTIAL INCLUDES FLASH FLOODING...AREAL FLOODING...
  AND RIVER FLOODING. SNOW AND ICE CLOGGING DRAINS MAY CAUSE
  FLOODING IN SPOTS NOT NORMALLY PRONE TO WATER PONDING ISSUES.

A FLOOD WATCH MEANS THAT CONDITIONS ARE FAVORABLE FOR HEAVY
RAIN...WHICH MAY LEAD TO FLOODING IN AND NEAR THE WATCH AREA.  IF

AN ARCTIC FRONT WILL BRING MUCH COLDER AIR INTO THE EASTERN
TENNESSEE VALLEY AND SOUTHERN APPALACHIANS WEDNESDAY NIGHT...WHICH
WILL BRING SOME LIGHT WINTRY PRECIPITATION TO THE REGION THROUGH
THURSDAY MORNING. SOME LIGHT ICE ACCUMULATIONS ARE POSSIBLE
THROUGHOUT THE AREA AFTER MIDNIGHT...BEFORE A CHANGE OVER TO SNOW
WILL OCCUR AFTER DAYBREAK THURSDAY. ICE ACCRETION UP TO ONE-TENTH OF
AN INCH...ALONG WITH 1 TO 3 INCHES OF SNOW AND SLEET IS POSSIBLE
ALONG THE CUMBERLAND PLATEAU AND THE CUMBERLAND MOUNTAINS OF
SOUTHWEST VIRGINIA. ELSEWHERE ACROSS THE VALLEY AND BLUE RIDGE
MOUNTAINS...VERY LIGHT SNOW AND SLEET ACCUMULATIONS OF LESS THAN 1
INCH ARE EXPECTED.
