RAIN WILL FALL ALONG THE COAST AND COAST RANGE IN OREGON AND IN

    *NORTH COAST RANGE/WILLAPA HILLS....4 TO 8 INCHES

* IMPACTS...
    *STREET FLOODING IS POSSIBLE IN URBAN AREAS WHERE ICE AND SNOW
     MAY BLOCK STORM DRAINS.

* RIVERS OF CONCERN INCLUDE THE GRAYS IN WAHKIAKUM COUNTY...THE
  LOWER NEHALEM AND WILSON IN TILLAMOOK COUNTY...THE UPPER
  TUALATIN IN WASHINGTON COUNTY...THE MARYS IN BENTON COUNTY...AND
  JOHNSON CREEK IN CLACKAMAS COUNTY.

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

WELL AS MANY VALLEYS WITHIN THE GIFFORD PINCHOT NATIONAL FOREST...

...SIGNIFICANT ICING ALSO POSSIBLE TUESDAY FOR THE GREATER
PORTLAND AND VANCOUVER METRO AREA...NEARBY VALLEYS IN THE COAST
RANGE AND CASCADES...AND THE CENTRAL WILLAMETTE VALLEY...

.YET ANOTHER ICE STORM IS APPEARING MORE LIKELY FOR THE INLAND
VALLEYS OF SOUTHWEST WASHINGTON AND EXTREME NORTHWEST OREGON
TUESDAY...LIKELY LASTING INTO WEDNESDAY IN AND NEAR THE COLUMBIA
RIVER GORGE. TEMPERATURES WILL BE SLOW TO RECOVER FROM SEVERAL
DAYS OF SUBFREEZING WEATHER...ESPECIALLY WHERE THERE IS SNOW LEFT
ON THE GROUND FROM LAST WEEKS PORTLAND AREA SNOWSTORM.

TEMPERATURES ARE EXPECTED TO REMAIN NEAR OR BELOW FREEZING UNDER
VALLEY INVERSIONS TODAY...THEN REMAIN STEADY NEAR OR BELOW
FREEZING TONIGHT AND TUESDAY MORNING. MEANWHILE...A VERY MOIST
PACIFIC FRONTAL SYSTEM WILL SPREAD RAIN ACROSS THE REGION TUESDAY
MORNING...INCREASING TUESDAY AFTERNOON AND EVENING. THERE WILL
LIKELY BE SEVERAL HOURS OF RAIN BEFORE WARM AIR ALOFT CAN WORK ITS
WAY DOWN TO THE VALLEY FLOORS...LEADING TO THE POTENTIAL OF

STORM WATCH FOR SIGNIFICANT ICING IN THE VALLEYS BELOW 2500
FEET...WHICH IS IN EFFECT FROM TUESDAY MORNING THROUGH WEDNESDAY
AFTERNOON.

* TIMING...FREEZING RAIN IS EXPECTED TO DEVELOP EARLY TUESDAY
  MORNING...INCREASING THROUGHOUT THE DAY. FREEZING RAIN WILL
  BECOME HEAVY AT TIMES TUESDAY NIGHT AND WEDNESDAY. TEMPERATURES
  WILL BE VERY SLOW TO CLIMB UNDER VALLEY INVERSIONS...AND MANY
  LOCATIONS MAY NOT CLIMB ABOVE FREEZING UNTIL WEDNESDAY AFTERNOON
  OR EVENING. PRECIPITATION WILL TAPER TO SHOWERS WEDNESDAY NIGHT.

* ICE ACCUMULATION...MAJOR ICE STORM IS POSSIBLE...WITH ICE
  ACCUMULATIONS OF ONE HALF INCH TO ONE INCH EXPECTED TO BE FAIRLY
  WIDESPREAD. SOME LOCATIONS MAY EXCEED ONE INCH OF ICE FROM THIS
  STORM.

* IMPACTS...THIS MAY BE YET ANOTHER MAJOR ICE STORM FOR THE
  WESTERN AND CENTRAL COLUMBIA GORGE AND SURROUNDING VALLEYS.
  HEAVY ICE ACCUMULATION WILL LIKELY BRING DOWN SOME LARGE
  BRANCHES AND POWER LINES. POWER OUTAGES MAY LAST MULTIPLE DAYS
  DEPENDING ON HOW WIDESPREAD THESE IMPACTS ARE. THIS EVENT WILL
  ONLY ADD TO THE EXISTING HEAVY SNOW AND ICE LOADING ON
  ROOFTOPS...WHICH MAY CAUSE SOME ROOFTOPS TO FAIL.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

THERE IS THE POTENTIAL FOR THIS TO BE A MAJOR ICE STORM WITH SOME
AREAS POTENTIALLY EXCEEDING ONE INCH OF ICE ACCUMULATION.
RESIDENTS SHOULD BE PREPARED FOR EXTENDED POWER OUTAGES WHICH
COULD POTENTIALLY LAST MULTIPLE DAYS. ANYONE WITH TRAVEL PLANS
THROUGH THE GORGE TUESDAY OR WEDNESDAY SHOULD CONSIDER ALTERNATE
ROUTES, AS FREEZING RAIN IS EXPECTED TO MAKE CONDITIONS
TREACHEROUS ON AREA ROADS.

AVALANCHE DANGER...THE AVALANCHE DANGER IS EXPECTED TO BECOME HIGH
IN THESE AREAS WITH VERY DANGEROUS AVALANCHE CONDITIONS DEVELOPING
MONDAY NIGHT OR TUESDAY. TRAVEL IN AVALANCHE TERRAIN IS NOT
RECOMMENDED MONDAY NIGHT AND TUESDAY AS NATURAL AND HUMAN TRIGGERED
AVALANCHES SHOULD BECOME VERY LIKELY. CHECK THE FORECAST FOR MORE
DETAILS.

REASON...INCREASING HEAVY RAIN AND SNOW BEGINNING EITHER MONDAY
NIGHT OR TUESDAY WILL LOAD THE SNOWPACK BUILDING UNSTABLE NEW STORM
