...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 915 AM EDT FOR
WEST CENTRAL ST. LAWRENCE COUNTY...

At 700 AM EDT, Doppler radar and automated rain gauges indicated
that heavy rain continued to fall over the warning area with 3 to 5
inches of rain occurring in a band from near Russell west to DeKalb,
Edwardsville and North Hammond. Localized totals nearing 6 inches
are being estimated between DeKalb and Edwardsville. Additional
rainfall totals of up to 1 inch are possible through 800 am in the
warning area and flash flooding of streams and smaller watersheds is
likely occurring.

Some locations that will experience flooding include...
De Kalb, Richville, Edwardsville, Hammond, Hermon, Morristown,
Russell, De Peyster, North Hammond, Jacques Cartier State Park, De
Kalb Junction, North Gouverneur, South Russell and East De Kalb.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots. Turn around, don`t drown when encountering flooded roads.
Most flood deaths occur in vehicles.

...FLASH FLOOD WATCH REMAINS IN EFFECT UNTIL NOON EDT TODAY...

The Flash Flood Watch continues for

* Portions of central New York and northeast Pennsylvania,
  including the following areas, in central New York, Broome,
  Chemung, Chenango, Cortland, Delaware, Otsego, Sullivan,
  Tioga, and Tompkins. In northeast Pennsylvania, Bradford,
  Lackawanna, Luzerne, Northern Wayne, Pike, Southern Wayne,
  Susquehanna, and Wyoming.

* Until noon EDT today

* Rain, moderate to heavy at times, will continue to affect the
  area into this morning. While the very heaviest of the rain has
  eased at this time, parts of Bradford and Susquehanna Counties
  in Pennsylvania as well as Broome and Tioga Counties in New York
  have already received 2 to 4 plus inches of rain resulting in
  Flash Flooding. Most of this area will see at least another half
  inch to inch of rain by mid morning which will bring a
  continuing potential for Flooding and even localized areas of
  continued Flash Flooding as any additional rain will be pure run
  off. There will likely be a lull in precipitation later Monday
  Morning but by afternoon additional showers and storms are
  likely which may exacerbate problems in places that have already
  seen flooding.


* Most favorable areas for flash flooding are the poor drainage
  areas in and around urban locations, and the sensitive areas
  that have recently received heavy rain and experienced
  flooding.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.

The National Weather Service in Albany has issued a

* Flood Advisory for Minor Flooding in Poor Drainage Areas for...
  Central Montgomery County in eastern New York...

* Until 830 AM EDT

* At 526 AM EDT, Doppler radar indicated heavy rain tracking across
  the advisory area. This will cause minor flooding. Overflowing
  poor drainage areas will result in minor flooding in the advisory
  area. Up to one inch of rain has already fallen.

* Some locations that will experience flooding include...
  Amsterdam, Fonda, Hagaman, Fort Johnson, Tribes Hill, Glen,
  Charleston, Fultonville, Auriesville, Church Corners, Sprakers,
  Scotch Bush, Flat Creek, Young Corners, Lost Valley, Market
  Corners, Davis Corners, Minaville, Rural Grove and McKinley.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

...AN AREA OF THUNDERSTORMS WITH HEAVY RAINFALL AFFECTING WEST
CENTRAL ST. LAWRENCE COUNTY...

At 456 AM EDT, an east to west oriented line of slow moving
thunderstorms producing heavy rainfall was located from Russell to
near Richville and Hammond. The storms were drifting slowly
northward. Rainfall amounts of between 1 and 2 inches has been
observed in this band with additional amounts of up to 1 inch
possible over the new few hours. These amounts will produce sharp
rises on smaller creeks and streams in the area and ponding of water
on area roads. Localized minor culvert flooding will be possible in
this area through 800 am.

Locations impacted include...
De Kalb, Richville, Edwardsville, Hammond, Hermon, Morristown,
Russell, Edwards, Chippewa Bay, North Hammond, Jacques Cartier State
Park, De Kalb Junction, North Gouverneur, South Russell and East De
Kalb.
