  ENGLAND. VALLEY LOCATIONS WILL AVERAGE BETWEEN 5 AND 10 DEGREES
  FOR HIGH TEMPERATURES WHILE HIGHER TERRAIN WILL REMAIN AT OR
  BELOW ZERO. OVERNIGHT LOWS WILL DROP BELOW ZERO.

* NORTHWEST WINDS OF 10 TO 20 MPH WILL RESULT IN WIND CHILL VALUES
  BETWEEN 20 AND 45 DEGREES BELOW ZERO...WITH THE COLDEST VALUES
  ACROSS THE HIGHER TERRAIN. THESE VALUES WILL RESULT IN FROSTBITE
  TO OCCUR IN 10 MINUTES OR LESS ON EXPOSED SKIN. RESIDENTS ARE
  HIGHLY ENCOURAGED TO TAKE PROPER PRECAUTIONS WITH LIMITING
  EXPOSED SKIN.
