...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 930 PM EDT THIS
EVENING FOR NORTHWESTERN BROOME, NORTHEASTERN CHEMUNG, TIOGA AND
SOUTHEASTERN TOMPKINS COUNTIES...

At 649 PM EDT, Local law enforcement reported on going flash
flooding due thunderstorms producing heavy rain across the warned
area. Between 2 and 3.5 inches of rain have fallen. The expected
rainfall rate is 1 to 2 inches in 1 hour. Additional rainfall
amounts of 1 to 3 inches are possible in the warned area. Flash
flooding is ongoing or expected to begin shortly.

HAZARD...Life threatening flash flooding. Thunderstorms producing
         flash flooding.

SOURCE...Law enforcement reported.

IMPACT...Life threatening flash flooding of creeks and streams,
         urban areas, highways, streets and underpasses.

Some locations that will experience flash flooding include...
Greater Binghamton Airport, Danby, Caroline, Erin, Nanticoke,
Berkshire, Richford, Newark Valley, Whitney Point, Candor, Spencer,
Van Etten, Lisle, Willseyville, Slaterville Springs, South Danby,
Brooktondale, Union Center, Maine and Jenksville.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

At 606 PM EDT, Doppler radar indicated thunderstorms producing heavy
rain across the warned area. Between 2 and 3.5 inches of rain have
fallen. The expected rainfall rate is 0.75 to 1.5 inches in 1 hour.
Additional rainfall amounts of 0.5 to 1.5 inches are possible in the
warned area. Flash flooding is ongoing or expected to begin shortly.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

  - A slow moving cold front will cross western and north central
    New York tonight. Associated showers and thunderstorms will
    produce locally heavy rainfall with rainfall rates near, or
    exceeding 2" per hour at times. Repeated storms over any
    given location will have the potential to lead to poor
    drainage flooding and flash flooding.

Thunderstorms continue to develop across the area and will continue
to move slowly north and eastward into the evening hours. Some
storms will produce torrential downpours, strong gusty winds and
frequent cloud to ground lightning. Isolated to scattered instances
of flash flooding could occur where storms stall, back build or
train over the same locations.
