...FLASH FLOOD WATCH IN EFFECT FROM 11 AM EST THIS MORNING
THROUGH THIS AFTERNOON...

The National Weather Service in Binghamton has issued a

* Flash Flood Watch for portions of central New York and
  northeast Pennsylvania, including the following areas, in
  central New York, Broome, Chenango, Cortland, Delaware,
  Otsego, Sullivan, and Tioga. In northeast Pennsylvania,
  Bradford, Northern Wayne, and Susquehanna.

* From 11 AM EST this morning through this afternoon

* Showers and thunderstorms producing heavy rainfall will move
  across the region today. Some locations may see an inch or more
  of rain in a very short period of time. The combination of heavy
  rain rates and saturated soils from recent snow melt may result
  in localized flash flooding...especially in urban areas and
  along small streams.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
