Flood Warning
National Weather Service Burlington VT

Franklin NY-St. Lawrence NY-
633 PM EST WED FEB 21 2018

The National Weather Service in Burlington has extended the

* Flood Warning for...
An Ice Jam Accompanied By Rain And Snowmelt in...
Northwestern Franklin County in northern New York...
Northeastern St. Lawrence County in northern New York...

* Until 645 AM EST Thursday

* At 629 PM EST, an ice jam remained in place on the St Regis River
in Hogansburg, extending from Brown Road to McNeil Road. Flooding
has been reported on several roads in St Regis and Hogansburg as a
result of this ice jam. Water will likely continue to slowly rise
through this evening, which may lead to additional flooding.

* Ice jams are very unpredictable and can break up, move and jam
again very quickly. Water backing up behind the jam is the main
flood threat, and can flood areas under deep water with
surprising speed. Favored ice jam locations are where a river
bends or slows, at bridge abutments, or near islands, sand bars,
and other obstructions to river flow.

* Some locations that will experience flooding include...
  St. Regis, Helena and Hogansburg.

River levels may fluctuate rapidly due to ice with little or no
warning. Residents in low lying flood prone areas should remain alert
for possible flooding due to ice jams. Ice jam flooding can be very
localized and not affect all locations along the river as in a
typical river flood.
