  CONTINUE TO RISE TO NEAR 19.7 FEET BY TOMORROW MORNING.THE RIVER
  WILL FALL BELOW FLOOD STAGE BY LATE TOMORROW MORNING.
* IMPACT...AT 19.0 FEET...RURAL AGRICULTURAL LANDS BEGIN TO FLOOD.
