* WIND CHILL...AS LOW AS 5 BELOW EAST OF THE BLUE RIDGE...5 TO TO
  10 BELOW WEST.

* TEMPERATURES...SINGLE DIGITS TO AROUND ZERO...AS LOW AS 10 BELOW
  IN VALLEYS.

* WINDS...NORTHWEST 5 TO 12 MPH...CALM IN SOME VALLEYS.

* IMPACTS...LOW WIND CHILLS MAY LEAD TO FROSTBITE AND
  HYPOTHERMIA.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL ADVISORY MEANS THAT VERY COLD AIR AND STRONG WINDS
WILL COMBINE TO GENERATE LOW WIND CHILLS. THIS WILL RESULT IN
FROST BITE AND LEAD TO HYPOTHERMIA IF PRECAUTIONS ARE NOT TAKEN.
IF YOU MUST VENTURE OUTDOORS...MAKE SURE YOU WEAR A HAT AND
GLOVES.

...COLD WIND CHILLS ALONG WITH AREAS OF BLACK ICE OVERNIGHT...

.ARCTIC HIGH PRESSURE WILL BUILD INTO THE REGION TODAY ALLOWING
TEMPERATURES TO FALL INTO THE SINGLE DIGITS ACROSS THE HIGHER
ELEVATIONS. THESE VERY COLD TEMPERATURES COMBINED WITH NORTHWEST
WINDS OF 10 TO 15 MPH WILL CREATE VERY LOW WIND CHILLS ACROSS THE
VIRGINIA HIGHLANDS AND GREENBRIER VALLEY.

IN ADDITION...RESIDUAL WATER AND SLUSH HAS FROZEN INTO AREAS OF
BLACK ICE.
