...A FLOOD WARNING FOR RAIN AND SNOW MELT REMAINS IN EFFECT UNTIL 600
AM EST THURSDAY FOR GILES COUNTY...

AT 1238 AM EST....WOLF CREEK NEAR NARROWS VIRGINIA WAS ABOVE FLOOD
STAGE RESULTING IN MINOR FLOODING. FLOODING OF LOW LYING AREAS HAS
BEEN REPORTED...AND THIS WILL CONTINUE TO BE A PROBLEM THROUGH THE
OVERNIGHT HOURS.

AT MIDNIGHT...THE WOLF CREEK STREAM GAGE REPORTED A LEVEL OF 10.2
FEET...WHICH IS JUST ABOVE THE 10 FOOT FLOOD STAGE. THE LEVEL OF THE
CREEK MAY RISE ANOTHER FOOT DURING THE OVERNIGHT PENDING ADDITIONAL
RAINFALL.  THROUGH MIDNIGHT...AROUND THREE QUARTERS OF AN INCH OF
RAIN HAD FALLEN ACROSS GILES COUNTY.  ANOTHER QUARTER OF AN INCH IS
LIKELY BETWEEN NOW AND DAYBREAK. THIS ADDITIONAL RAINFALL...IN
ADDITION TO ANY REMAINING SNOW MELT...WILL KEEP STREAMS ACROSS THE
COUNTY RUNNING HIGH WITH THE POTENTIAL FOR LOWLAND FLOODING.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODING. IF FLOODING IS OBSERVED ACT RESPONSIBLY. DO NOT
DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE ROADWAY.

  TO INDICATE SIGNIFICANT SNOW MELT FLOODING ACROSS THE AREA AND WIDESPREAD
  FLOODING CONTINUES TO BE REPORTED ON NUMEROUS STREAMS AND CREEKS MAINLY
  IN TAZEWELL AND MERCER COUNTIES BUT ALSO IN PARTS OF GREENBRIER COUNTY.

RAINFALL UP TO A HALF-INCH /0.50/ OR MORE IS POSSIBLE TONIGHT WHICH COULD
PRODUCE ADDITIONAL RISES ON RIVERS AND STREAMS...BEFORE A CHANGE TO FROZEN
PRECIPITATION OCCURS EARLY TOMORROW MORNING REDUCING RUNOFF SHARPLY.

FLOODING CONTINUES ALONG THE CLINCH RIVER IN TAZEWELL COUNTY BUT THE
RIVER GAGE NEAR RICHLANDS CRESTED IN THE PAST HOUR AT 12.25 FEET. FLOOD
STAGE IS 10 FEET. WITH MORE RAINFALL ON THE WAY THE RIVER COULD BRIEFLY
RISE AGAIN LATER THIS EVENING POSSIBLY ABOVE THE EARLIER CREST.

THE BLUESTONE RIVER IN MERCER COUNTY WAS AT 16 FEET JUST BEFORE
8 PM AND STILL RISING. MODERATE FLOOD STAGE IS 15 FEET AND MAJOR
FLOOD STAGE IS 18 FEET.

EXTENSIVE LOWLAND FLOODING IS OCCURRING ALONG MUCH OF THE RIVER AND
SIGNIFICANT PORTIONS OF ROUTE 19 ARE CLOSED NEAR SPANISHBURG.

BRUSH CREEK IN MERCER COUNTY IS ALSO STILL RISING AND COULD PRODUCE
FLOODING NEAR AND WEST OF PRINCETON.

INDIAN CREEK NEAR RED SULPHUR SPRINGS IN MONROE COUNTY IS ALSO ABOVE ITS
MINOR FLOOD STAGE OF 8 FEET AND IS STILL RISING. LOWLAND FLOODING
IS LIKELY AND SOME ROADS MAY BE AFFECTED INCLUDING COUNTY ROAD 23.

NUMEROUS UNGAGED STREAMS AND CREEKS ARE ALSO LIKELY FLOODING AND COULD
POSE AN EQUAL THREAT.

...The flood warning continues for the following rivers...Guyandotte River.
  At Branchland...

Affecting the following counties in West Virginia...Cabell...Lincoln.

Heavy rains and snowmelt across the area on Wednesday caused flooding along
the Guyandotte River.  Although the rain had transitioned to snow...runoff
will continue to cause the river to run above flood stage until this afternoon.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around and don`t drown.  Do not drive into areas where
water is flowing over the roadway.  Most deaths occur when motorists
try crossing flooded roads.

  The river will fall below flood stage late this afternoon.
* At stages near 35.0 feet...Roads along the guyandotte near west hamlin begin to
  flood.

...Forecast Flooding Changed from Minor to Moderate Severity for the following
rivers Tug Fork River...

Affecting the following counties in Kentucky...Martin...Pike and in West
Virginia...Mingo.

Rain and snow melt has caused the Tug Fork River at Williamson to flood.
Rain will continue over the area and additional runoff will cause the Tug Fork
River rise above moderate stage.

The Williamson floodwall will protect the city of Williamson, but it`s the areas outside
the floodwall will be affected.

  the Coal River At Tornado.
* from Thursday morning to Thursday evening...or until the warning is cancelled.
* At 10:15 PM Wednesday the stage was 24.5 feet.
* Minor Flooding is forecast.
* Flood stage is 25.0 feet.
* Forecast...rise above flood stage 1:00 AM EST and continue to rise to
  near 26.5 feet by early afternoon Thursday. The river will fall below flood
  stage by Thursday evening.
* At stages near 25.0 feet...Water begins to cover the state highway approximately
  150 to 200 feet downstream from the tornado bridge. Smith creek road and
  ferrell road become impassable from backwater approximately 1 to 2 miles from
  the bridge. Sections of coal river road upstream from tornado bridge are
  flooded. The river banks overflow near the river gage.
* At 27 feet...Smith Creek and Ferrell roads are impassable.
