* WINDS AND WAVES...NORTHWESTERLY WINDS NEAR 20 KNOTS ARE ALREADY
  FOUND ACROSS THE DEEP GULF WATERS NORTH OF THE DRY TORTUGAS. THESE
  WINDS WILL GRADUALLY MIGRATE INTO THE NEARSHORE WATERS NORTH OF THE
  LOWER KEYS FROM THE SEVEN MILE BRIDGE TO HALF MOON SHOAL. SEAS OVER
