SOUTHEASTERN LAUREL COUNTY...

AT 1021 PM EDT...DOPPLER RADAR INDICATED NEARLY STATIONARY SHOWERS
CONTAINING HEAVY RAINFALL ACROSS THE WARNED AREA. OVER TWO INCHES OF
RAIN HAS ALREADY FALLEN IN PORTIONS OF THE AREA SINCE 8 PM. UP TO AN
ADDITIONAL INCH OF RAIN WILL FALL THROUGH 11 PM. MANY LOCATIONS
WITHIN THE WARNED AREA HAVE ALREADY SEEN HEAVY RAINFALL IN THE PAST
24 HOURS. EXCESSIVE RUNOFF WILL CAUSE FLASH FLOODING OF STREAMS AND
CREEKS.

SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...
MCHARGUE...CANE CREEK...LIDA...LILY...BLACKWATER...TUTTLE AND SASSER.

AT 1150 AM CHST...DOPPLER RADAR INDICATED HEAVY SHOWERS CONTINUE
ACROSS GUAM AND ROTA. TROPICAL STORM CHAN-HOM HAS SLOWED ITS FORWARD
PROGRESSION AND WILL CONTINUE TO PRODUCE HEAVY RAIN OVER GUAM AND
ROTA. 7 TO 11 INCHES OF RAIN HAVE ALREADY FALLEN ON GUAM WITH 6 TO 9
INCHES OVER ROTA. FLASH FLOODING IS EXPECTED TO CONTINUE OVER THE
NEXT SEVERAL HOURS. ADDITIONAL RAINFALL AMOUNTS OF 3 TO 5 INCHES ARE
POSSIBLE FOR BOTH ISLANDS IN THE NEXT 3 TO 6 HOURS. FLASH FLOODING
IS EXPECTED IN LOW-LYING AREAS AND NEAR RIVERS AND STREAMS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

IF LIVING NEAR RIVERS AND STREAMS...MOVE TO HIGHER GROUND NOW. ACT
QUICKLY TO PROTECT YOUR LIFE. BE ESPECIALLY CAUTIOUS AT NIGHT WHEN
IT IS HARDER TO RECOGNIZE THE DANGERS OF FLOODING. STAY AWAY FROM
RIVER BANKS AND CULVERTS AS THEY CAN BECOME UNSTABLE AND UNSAFE.

TURN AROUND...DO NOT DROWN WHEN ENCOUNTERING FLOODED ROADS. MOST FLOOD
DEATHS OCCUR IN VEHICLES. ONLY 2 FEET OF RUNNING WATER WILL BE
ENOUGH TO CARRY A VEHICLE AWAY.

AREAS SOUTH OF BEAVER LAKE HAVE WEAKENED AND DRIFTED SOUTHEAST TO
HERKIMER COUNTY.

AREAS IMPACTED BY THE HEAVY RAINFALL SINCE 5 PM INCLUDE GREIG...
BRANTINGHAM...SPERRYVILLE AND PINE GROVE. ADDITIONAL RAINFALL FOR
THIS AREA IS EXPECTED TO BE UNDER A QUARTER INCH.

WHILE THE RAIN IS FINALLY PUSHING SOUTHEAST...THE TORRENTIAL
DOWNPOURS HAVE CAUSED LOCAL TRIBUTARIES TO RISE TO...OR ABOVE
BANKFUL IN THE AREA. THESE WATERWAYS INCLUDE OTTER CREEK AND
INDEPENDENCE RIVER.
