In southeast Kentucky, Clay and Owsley. * WHEN...Until 145 AM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 1144 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Between 1 and 1.5 inches of rain has fallen since 11 pm. Minor flooding of small streams and streaks, roads, and roadside culverts. - Some locations that will experience flooding include...
