MORNING...

* WHAT...North winds 20 to 30 kt with gusts up to 35 kt and steep
  wind driven seas 6 to 9 ft at 8 seconds.

* WHERE..Areas south of Cape Blanco.

* WHEN...Until 11 AM PDT today.

* IMPACTS...Strong winds and steep seas could capsize or damage
  smaller vessels.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners should alter plans to avoid strong winds and very steep
