The Flood Advisory continues for
  The Ohio River at Portsmouth
* until Friday afternoon.
* At 5 AM the stage was 48.3 feet.
* Flood stage is 50 feet.
* The river will continue rising to near 49 feet this evening then
  begin falling.
* At stages near 49 feet, Lowland flooding increasingly affects
  southern Scioto County.  Backwater flooding begins into the Scioto
  River, as well as along smaller creeks and streams flowing into the
  Ohio River.
