In northeast Texas, Delta, Hopkins, Lamar, Rains and Van Zandt. * WHEN...Through Sunday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks.
