.SYNOPSIS...A 1020 mb high near Banks Island has ridging
extending W to the  Siberian Arctic and will slide N to lie over
77N by Wed evening.  A broad area of low pressure around a 969 mb
low near St Lawrence Island push N over the nearshore waters with
a 994 mb low   developing in the leeside trough N of the Brooks
Range, then  moving E to Mackenzie Bay Wed morning.
