DURING THE SPRING OF 2018, TEMPERATURES WERE COLDER-
THAN-NORMAL AND THE PRECIPITATION WAS SLIGHTLY WETTER-
THAN-NORMAL AT ROCHESTER INTERNATIONAL AIRPORT.  MORE
