POST TROPICAL CYCLONE REPORT...SUPER TYPHOON JELAWAT (03W)

PRELIMINARY/FINAL REPORT ON THE EFFECTS OF SUPER TYPHOON JELAWAT
(03W) FROM 15 MARCH TO 1 APRIL 2018.

ONE MONTH AFTER 02W FORMED SOUTH OF POHNPEI, THE DISTURBANCE THAT
WOULD BECOME SUPER TYPHOON JELAWAT FIRST BECAME EVIDENT IN THE
SATELLITE IMAGERY  AND SCATTEROMETER DATA ON 15 MARCH JUST TO THE
WEST OF POHNPEI. IT WAS INITIALLY OBSERVED AS A WEAK CIRCULATION
MARKING THE EASTERN EXTENT OF A NEAR EQUATORIAL TROUGH, BUT WITH A
SOUTHWEST TO NORTHEAST ORIENTATION BETWEEN 150E AND 160E. HOWEVER,
WITH THE AID OF A WESTWARD MOVING TROUGH ALONG 9N, MOIST SOUTHWEST
FLOW FROM THE CIRCULATION BECAME FOCUSED IN JUST THE RIGHT MANNER TO
BRING IN OVER 21 INCHES OF RAINFALL IN TWO DAYS INTO POHNPEI`S
MOUNTAINOUS HILLSIDE, RESULTING IN MAJOR FLOODING AND MUDSLIDES.
ALTHOUGH INITIALLY SHOWING ENOUGH ORGANIZATION FOR JTWC TO ISSUE A
TCFA, THE WINDS ON THE SOUTHSIDE OF THE CIRCULATION SOON CHANGED
DIRECTION AND DIVERTED SOUTH TO A DEVELOPING SYSTEM IN THE SOUTHERN
HEMISPHERE. THE RESULTING WEAKLY DEFINED CIRCULATION THEN TRACKED
WESTWARD WITH LITTLE TO NO INTENSIFICATION ACROSS MOST OF THE REST
OF THE WFO GUAM`S AOR AS A DISTURBANCE AND FINALLY A WEAK
DEPRESSION. THE JTWC TCFA THAT WAS INITIALLY ISSUED ON 17 MARCH WAS
CANCELLED AND THEN WAS NOT REISSUED AGAIN UNTIL 23 MARCH. THE SYSTEM
WAS FINALLY WARNED-ON BY JTWC ON 25 MARCH (CHST) AND WAS UPGRADED TO
TROPICAL STORM JELAWAT ON 28 MARCH...13 DAYS AFTER IT WAS INITIALLY
IDENTIFIED. (JMA UPGRADED THE SYSTEM A DAY EARLIER.) THINGS CHANGED
QUICKLY AFTER THIS, FORTUNATELY AFTER JELAWAT HAD ALREADY PASSED BY
YAP AND PALAU, WHEN JELEWAT RAPIDLY CONSOLIDATED AND INTENSIFIED TO
A SUPER TYPHOON IN A MATTER OF TWO DAYS. THEN, JUST AS RAPIDLY,
WEAKENED WHILE STILL NORTH OF YAP AND WEST OF GUAM NEAR 139E TO A
MINIMUM TYPHOON. THE WEAKENED SYSTEM THEN PASSED JUST NORTH OF THE
NORTHERN MOST ISLANDS IN THE CNMI BECOMING A TROPICAL STORM AND THEN
DISSIPATING WITHIN A FRONTAL BOUNDARY WHILE STILL REMAINING IN WFO
GUAM`S AOR. EXCEPT FOR THE INITIAL HEAVY RAINFALL FOR POHNPEI,
JELAWAT FORTUNATELY DID NOT HAVE MUCH OF A SIGNIFICANT EFFECT ON THE
REMAINING MICRONESIAN ISLANDS. HOWEVER THERE WERE SEVERAL
OCCURRENCES OF HIGH SEAS AND SURF AIDED BY STRONG WINDS TO TO THE
NORTH THAT FUNNELED SOUTHWARD IN RESPONSE TO JELAWAT THAT AFFECTED
THE ISLANDS WEST OF KOSRAE, ESPECIALLY THE WESTERN MICRONESIAN
ISLANDS IN PALAU, YAP STATE AND THE MARIANAS DURING THE LATTER
STAGES OF ITS TRACK.

THE LENGTH OF TIME THAT THE DISTURBANCE LINGERED WITHIN THE GUAM AOR
KEPT THE WFO QUITE BUSY ISSUING OVER 11 SPECIAL WEATHER STATEMENTS,
31 PUBLIC PRIMARY PUBLIC ADVISORIES, 15 LOCAL STATEMENTS AND
TROPICAL STORM WATCHES AND WARNINGS FOR FAIS, ULITHI, NGULU, YAP
ISLAND IN YAP STATE, KOROR AND KAYANGEL IN THE REPUBLIC OF PALAU,
AND AGRIHAN AND PAGAN IN THE CNMI. THIS DOES NOT INCLUDING THE HIGH
SURF AND SMALL CRAFT ADVISORIES THAT FOLLOWED ALONG AFTER JELAWAT
PASSED.
