The National Weather Service in San Diego has issued a

* Flash Flood Warning for...
  Riverside County in southern California...
  Western San Diego County in southwestern California...

* Until 345 PM PST

* At 1241 PM PST, NWS weather radar indicated new heavy rainfall
  moving across San Marcos, Escondido, Fallbrook to Hemet. The rainfall
  is producing rates of 0.5 to 0.75 per hour on top of the 3 to 5
  inches of rain that has already occurred today. Dangerous flash
  flooding will continue on tributaries to the San Jacinto, San Luis
  Rey and Santa Margarita Rivers. Roadways are not safe for travel
  and Highway 243 and 74 have been washed out near Idyllwild. When
  flooded turn around dont drown. Rainfall will not taper until after
  3 pm.

* Some locations that will likely experience flooding include...
  Oceanside, Carlsbad, Temecula, Vista, Encinitas, La Mesa, Poway,
  Ramona and Del Mar.
