...FLOOD WARNING IN EFFECT UNTIL MIDNIGHT EDT TONIGHT...

* WHAT...Urban area and small stream flooding caused by excessive
  rainfall is expected.

* WHERE...Portions of southwest Virginia, including the following
  county, Buchanan and southern West Virginia, including the
  following county, McDowell.

* WHEN...Until midnight EDT tonight.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
  - At 1202 PM EDT, Doppler radar and automated rain gauges
    indicated moderate to heavy rain due to rain bands associated
    with Helene. Flooding is ongoing or expected to begin shortly
    in the warned area. Between 2 and 4 inches of rain have
    fallen.
  - Additional rainfall amounts of 1 to 2 inches are possible in
    the warned area. Soils across the warned area are near
    saturation due to previous rainfall, and additional rainfall
    will cause flooding problems.
  - Some locations that will experience flooding include...
    Welch, Grundy, Davenport, Gary, War, Northfork, Big Rock,
    Davy, Bradshaw, Iaeger, Keystone, Anawalt, Kimball, Jolo,
    Avondale, Stacy, Panther, Oakwood, Coalwood and Hurley.

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

* WHAT...Southeast winds 15 to 25 mph with gusts up to 60 mph.

* WHERE...Portions of southwest Virginia and northeast, southeast,
  and southern West Virginia.

* WHEN...Until 8 PM EDT this evening.

* IMPACTS...Damaging winds will blow down trees and power lines.
  Widespread power outages are expected. Travel will be difficult,
  especially for high profile vehicles.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Remain in the lower levels of your home during the windstorm, and
avoid windows. Watch for falling debris and tree limbs. Use caution
if you must drive.

  counties, Boyd, Carter, Greenup and Lawrence KY, southeast Ohio,
  including the following county, Lawrence OH, southwest Virginia,
  including the following counties, Buchanan and Dickenson, and West
  Virginia, including the following counties, McDowell and Wayne.

* WHEN...Until 8 PM EDT this evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Area creeks and streams are running high and could flood with more
  heavy rain.

* ADDITIONAL DETAILS...
  - Multiple rounds of heavy rainfall repeatedly training over
    the same areas could lead to flooding.
