  12 inches possible. Winds could gust as high as 45 mph.

* WHERE...Keweenaw and Northern Houghton Counties.

* WHEN...From Thursday evening through Friday afternoon.

* IMPACTS...Whiteout conditions are possible and may make travel
  treacherous. Travel could be very difficult to impossible. The
