* WHAT...For the Extreme Cold Warning, dangerously cold wind chills
  as low as 45 below expected. For the Extreme Cold Watch,
  dangerously cold wind chills as low as 35 below possible.

* WHERE...Portions of north central and northeast Iowa, southeast
  Minnesota, and central, southwest, and west central Wisconsin.

* WHEN...For the Extreme Cold Warning, from midnight Thursday Night
  to 11 AM CST Friday. For the Extreme Cold Watch, from Friday
  morning through Saturday morning.

* IMPACTS...The dangerously cold wind chills as low as 45 below zero
  could cause frostbite on exposed skin in as little as 10 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside.

through Sunday morning with wind chills of 20 to 40 degrees below
zero. An Extreme Cold Watch is in effect.
