This Hazardous Weather Outlook is for eastern West Virginia,
northern and central Virginia, and central and western Maryland
with the exception of Garrett County.

.DAY ONE...Tonight

Minor flooding is occurring on the Opequon Creek near
Martinsburg. A flood warning is in effect.

A Wind Chill Warning is in effect this evening and tonight for
the higher elevations of the Allegheny Mountains. A Wind Chill
Advisory is in effect for the remainder of the outlook area.

.DAYS TWO THROUGH SEVEN...Monday through Saturday

The Wind Chill Warning and Advisory continue through Monday
morning.

The combination of moderate to heavy rain, along with snowmelt and
ice melt, has the potential to produce flooding during the second
half of the upcoming week.

...WIND CHILL ADVISORY REMAINS IN EFFECT UNTIL 11 AM EST MONDAY...

* WHAT...Very cold wind chills expected. Wind chills as low as
  15 below zero expected.

* WHERE...Portions of north central and western Maryland,
  central, northwest and western Virginia and eastern and
  panhandle West Virginia.

* WHEN...From 10 PM this evening to 11 AM EST Monday. The lowest
  wind chills will occur early Monday morning.

* ADDITIONAL DETAILS...The cold wind chills could result in
  hypothermia and frostbite if precautions are not taken.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frostbite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.
