The National Weather Service in Binghamton has issued a

* Flash Flood Warning for...
  Northern Lackawanna County in northeastern Pennsylvania...
  Southwestern Susquehanna County in northeastern Pennsylvania...
  Northeastern Wyoming County in northeastern Pennsylvania...

* Until 215 PM EDT.

* At 1109 AM EDT, Doppler radar indicated thunderstorms producing
  heavy rain across the warned area. Between 1 and 2 inches of rain
  has already fallen. Flash flooding is ongoing or expected to begin
  shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Scranton, Carbondale, Tunkhannock, Montrose, Waverly, Archbald,
  Dickson City, Moosic, Clarks Summit, Rush, Mayfield, Springville,
  Clarks Green, Dalton, Factoryville, Nicholson, La Plume,
  Meshoppen, Hop Bottom and Little Meadows.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

...FLASH FLOOD EMERGENCY FOR CHENANGO COUNTY...

The National Weather Service in Binghamton has issued a

* Flash Flood Warning for...
  Chenango County in central New York...

* Until 245 PM EDT.

* At 849 AM EDT, thunderstorms had produced heavy rain causing flash
  flooding to occur across the Central and Northern portions of
  Chenango County. Between 3 and 5 inches of rain have fallen. Major
  flash flooding is already occurring and being reported across
  Chenango County. Numerous roads and bridges are flooded, as well
  as numerous homes taking on water, especially around Norwich,
  Sherburne, and New Berlin. At least 10 people are stranded due to
  flood waters. Chenango County is in a State of Emergency due to
  the flooding. No unnecessary travel in Chenango County is allowed.

  This is a FLASH FLOOD EMERGENCY for Chenango County. This is a
  PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

  HAZARD...Life threatening flash flooding. Thunderstorms
           producing flash flooding.

  SOURCE...Emergency Management and River/Stream Gages

  IMPACT...This is a PARTICULARLY DANGEROUS SITUATION. SEEK
           HIGHER GROUND NOW! Life threatening flash flooding of
           low water crossings, small creeks and streams, urban
           areas, highways, streets and underpasses.

* Some locations that will experience flash flooding include...
  Norwich, Guilford, Plymouth, North Norwich, Coventry, Greene,
  Oxford, Sherburne, Bainbridge, Otselic, New Berlin, Columbus,
  Earlville, Afton, Pitcher, Smyrna, South Oxford, Brisben, Mc
  Donough and Smithville Flats.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now! This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.
