  Upper Yampa River Basin in northwest Colorado.

* WHEN...From late Thursday night through Friday morning.

* IMPACTS...Frost and freeze conditions could kill crops, other
  sensitive vegetation and possibly damage unprotected outdoor
  plumbing.
