* WHERE...Portions of central New York, including the following
  areas, Broome, Chemung, Chenango, Cortland, Delaware, Madison,
  Northern Oneida, Onondaga, Otsego, Schuyler, Seneca, Southern
  Cayuga, Southern Oneida, Steuben, Sullivan, Tioga, Tompkins and
  Yates and northeast Pennsylvania, including the following areas,
  Bradford, Northern Wayne and Susquehanna.

* WHEN...Until 5 AM EDT Monday.

* IMPACTS...Excessive runoff may result in flooding of rivers,

  creeks, streams, and other low-lying and flood-prone locations.
  Creeks and streams may rise out of their banks. Flooding may occur
  in poor drainage and urban areas.

  - Very heavy rainfall is expected today from numerous, slow-
    moving thunderstorms. The rain and already wet ground in many
    locations will cause smaller creeks and streams to flood
    quickly.

* WHEN...From 2 PM EDT this afternoon through this evening.

* IMPACTS...Excessive runoff may result in flooding of urban and
  poor drainage areas as well as quick responding small rivers,
  creeks, streams, and other low-lying and flood-prone locations.

  - Scattered showers and thunderstorms with heavy rain are
    possible in the watch area this afternoon and evening.
    Rainfall rates of 2+ inches per hr are possible with any

    inches of rainfall is likely with localized rainfall totals
    of up to 3 inches possible. Much of this could fall in only 3
