  NE and many driveways. Some homes in the San Souci area could be
  inaccessible due to deep and quick flood waters. This river level
  on the Tolt corresponds to a phase 3 flood in the King County
  flood system.

  - At 4:15 PM PST Monday the flow was 1,120.0 cfs.
  - Flood flow is 5,000.0 cfs.
  - Forecast...The river will rise above flood stage late this
    evening to 7500 cfs late tonight. It will then fall below
    flood stage late tomorrow morning before rising above flood
    stage again early Wednesday morning to 7500 cfs Wednesday
    afternoon.

  flooding from the town of Snoqualmie downstream through Fall
  City...inundating most of the farm land in the flood plain...some
  residential areas...and many roads. Flood waters will be deep and
  swift in some areas. Flooding will occur all along the river
  including headwaters...tributaries...and other streams within and
  near the Snoqualmie River Basin. This river level on the
  Snoqualmie corresponds roughly to a phase 4 flood in the King
  County flood system.

* ADDITIONAL DETAILS...
  - At 4:30 PM PST Monday the flow was 6,900.0 cfs.
  - Flood flow is 20,000.0 cfs.
  - Forecast...The river will rise above flood stage this evening
    to 46,000 cfs late tonight. It will then fall below flood
    stage early tomorrow afternoon before again rising to around
    40,000 cfs Wednesday afternoon.
  - Flood History...This crest compares to a previous crest of

* WHAT...Small stream flooding caused by excessive rainfall is
  expected.

* WHERE...A portion of southwest Washington, including the following
  counties, Clark, Cowlitz and Skamania.

* WHEN...Until 800 AM PST Tuesday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring. Streams
  continue to rise due to excess runoff from earlier rainfall.

* ADDITIONAL DETAILS...
  - At 519 PM PST, Doppler radar and automated rain gauges
    indicated heavy rain with rain rates of 0.25-0.40" per hour.
    There is high confidence that these rain rates will continue
    through early Tuesday morning. Flooding is already occurring
    in the warned area. Between 1.5 and 3.5 inches of rain have
    fallen.
  - There is an 80% chance for additional rainfall amounts of 1.5
    to 4 inches in the warned area.

    Battle Ground, Kelso, Woodland, Cougar, Ridgefield, La

  River Basin.  A stage of 19 feet on the Skykomish River
  corresponds to a Phase 4 in the Snohomish County flood program.

  part of Tillamook along Hwy 101 from Hoquarton Slough north to the
  Tillamook Creamery, especially during high tides. The most
  noticable flood impacts are to low-lying roads and some buildings
  near Dougherty Slough and the lower Wilson River. Widespread
  flooding of low lying dairy and pasture land and some rural access
  roads from Wilson River Loop Road downstream to Hwy 101 and along
  Makinster Rd and Goodspeed Rd west of Hwy 101 can be expected as
  well.

* ADDITIONAL DETAILS...
  - At 2:30 PM PST Monday the stage was 9.5 feet.
  - Bankfull stage is 10.5 feet.
  - Forecast...The river will rise above flood stage this
    afternoon, then crest at 15.0 feet tonight. The river may
    fall below flood stage again on Tuesday, but will rise again
    late Tuesday evening before ultimately falling below flood
    stage early Wednesday morning. There is about a 50% chance
    the river will crest above Moderate flood stage (15.5 feet),

  Senn, Lucas Creek, Middle Fork and North Fork, Bishop, Shorey,
  Labree, Gish, Yates Roads.  A stage of 204.5 feet on the Newaukum
  roughly corresponds to Phase 3 flood in the Lewis County flood
  system.
