* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...A monsoon surge will continue to bring
  sustained winds up to 20 knots with frequent gusts to around 30
  knots through at least this afternoon. Winds are expected to begin
  to subside today as the surge moves farther north.
