            Emergency managers reported that they will
            close PR-951 as Rio Grande de Loiza is about
            to be out of its banks just by Puente
            Encarnacion in PR-8874. At 355 PM AST, the
            USGS river sensor of Rio Canovanas near
            Campo Rico, which merges in Rio Grande de
            Loiza at that location was reporting 10.88
            ft water level.
