The National Weather Service in JACKSON KY has issued a

* Flash Flood Warning for...
  Southern Harlan County in southeastern Kentucky...

* Until 415 PM EDT

* At 1150 AM EDT, emergency management officials reported heavy rain
  across the warned area. Radar and surface reports indicate that
  between one and two inches of rain has fallen across the area.
  Additional rainfall will be moving back into the area this
  afternoon. Flash flooding is already occurring near the Cranks and
  Smith areas, especially along small creeks and streams.

* Some locations that will experience flooding include...
  Harlan, Evarts, Wallins Creek, Clovertown, Bobs Creek, Hensley
  Store, Mary Alice, Black Bottom, Dizney, Chevrolet, Sunshine,
  Louellen, Coxton, Short Town, Kentenia, Kenvir, Darkmont,
  Highsplint, Elcomb and White Star.


Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.
