Charles City, New Hampton, Oelwein, Elkader, Wabasha,
Dodge Center, Rochester, Winona, Austin, Preston, Caledonia,
Medford, Neillsville, Alma, Arcadia, Whitehall,
Black River Falls, La Crosse, Sparta, Tomah, Mauston, Friendship,
Viroqua, Prairie Du Chien, Richland Center, and Platteville

...Northwest winds diminishing through the rest of the

The strong and gusty northwest winds were already starting to
diminish. Wind speeds at 2 pm were still mainly 15 to 25 mph with
gusts of 25 to 35 mph, and will continue to diminish through the
afternoon. By 5 pm most wind speeds are expected to be 15 to 20
mph with few if any gusts.

Until then, these winds could create control problems for those
driving high profile and lightweight vehicles. The strongest
winds will be across the open areas of southeast Minnesota,
northeast Iowa, and the ridge tops of southwest Wisconsin.
