  SOUTHWESTERN OTERO COUNTY IN SOUTH CENTRAL NEW MEXICO...

* AT 759 AM MDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED A
  BROAD REGION OF SHOWERS WITH HEAVY TO VERY HEAVY RAINFALL MOVING
  NORTHEAST ACROSS SANTA TERESA AND SUNLAND PARK TOWARD WEST EL PASO
  AND ANTHONY. DOPPLER RADAR IS ESTIMATING RAINFALL OF ONE-HALF TO
  ONE AND ONE QUARTER INCHES PER HOUR. HEAVY RAIN HAS ALREADY FALLEN
  OVER THE ADVISED AREA...AND RUNOFF WILL BE RAPID AND EXCESSIVE
  WITH FLOODING OF LOW LYING AREAS AND STREETS EXPECTED.
