The National Weather Service in Charleston West Virginia has issued a

* Flash Flood Warning for...
  Southern Washington County in southeastern Ohio...
  Pleasants County in northwestern West Virginia...
  Northwestern Ritchie County in northwestern West Virginia...
  Northeastern Wood County in northwestern West Virginia...

* Until 1245 AM EDT

* At 941 PM EDT, emergency management officials reported
  thunderstorms producing heavy rain across the warned area.
  Flooding has been reported in Williamstown along North Dry Run
  Road and North Oak Grove Road. Up to two inches of rain have
  already fallen. Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Parkersburg, Marietta, Belpre, St. Marys, Vienna, Williamstown,
  Belmont, Boaz, Newport, North Hills, Willow Island, Maxwell,
  Schultz, Waverly, Fleming, Bartlett and Nutter Farm.

Additional rainfall amounts of half an inch to an inch are possible
in the warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.
