* THE RIVER WILL REMAIN STEADY THROUGH THE DAY THEN BEGIN SLOWLY FALLING
  DURING THE DAY THURSDAY.
* AT 4 FEET...FLOODING OF STREETS BEGINS AND BECOMES WIDESPREAD EAST OF THE
  RAILROAD WHEN THE LEVEL REACHES 5 FEET.
