...The National Weather Service in Grand Forks, ND has upgraded the
flood warning for the following locations in Minnesota and North

Forecast flooding has changed from Minor to Moderate Severity and
  increased in duration for...

*  Oslo...on the Red River...in Marshall...Walsh...Polk and Grand
Forks Counties.

.River levels along the Red River Valley are rising slightly faster
and higher than previously forecast. Therefore, the flood warning
for Oslo has been upgraded from minor to moderate flooding.

There continues to be a somewhat higher level of uncertainty in the
current forecasts due to the significant period of cold air
temperatures expected later this week. These temperatures may cause
runoff to freeze in the drainage networks, rivers, and streams,
rather than flow downstream. In that case, river levels may not rise
as high as forecast. On the other hand, ice jams are very common at
Oslo and cannot be ruled out as a factor in increased river levels.
The effect of possible ice jams have not been included in this


Safety message...turn around, don`t drown...

 - Don`t travel through flooded areas!

 - Persons in the warned area need to take steps to protect life
   and property. If necessary move to a higher and safer location.

 - Persons living in the Red River Basin should monitor river
   levels while the river is in, or near, flood.

The Flood Warning continues for...
* ...Oslo...on the Red River.
* From Thursday evening until further notice.
* At 10:15 AM Wednesday the stage was 17.6 feet.
* Moderate Flood Stage is 30.0 feet.
* For the next 7 days...Moderate flooding is forecast.
* Forecast...rise above Flood Stage by Thursday night and continue to
  rise to near 31.5 feet by Sunday early afternoon.
