Francine Continues to Move Northeastward Across the Western Gulf Coast; Tropical Storm Bebinca Forms North of Guam
Francine remains on track to make landfall in southern Louisiana on Wednesday. Life-threatening storm surge, considerable flash and urban flooding, hurricane force winds and tornadoes are expected along the Louisiana and Mississippi coastlines.
