  rough.

* WHERE...Galveston Bay, Matagorda Bay, and portions of Gulf of
  Mexico.

* WHEN...From 1 PM this afternoon to 7 AM CDT Thursday.

* IMPACTS...Conditions will be hazardous to small craft.
