            Emergency managers reported that water from
            the Rio Culebrina is flooding sections of
            Avenida Flamboyan, reaching Calle Pino,
            between Urb. El Culebrina and Villa Sofia in
            San Sebastian. The road has become
            impassable, and several homes have also been
            affected by the floodwaters.
