Humidity levels are expected to remain above critical thresholds.
Min RH this afternoon will drop to around 45 percent. Dispersion
levels will start out low but climb to 45 after noon and then 60
by peak mixing around 2 to 3 PM. Thursday will be very similar to
today but the dispersion may only top out around 50.
