Panhandle of Texas, including the following areas, Armstrong,
Carson, Dallam, Deaf Smith, Hansford, Hartley, Hutchinson, Moore,
Oldham, Palo Duro Canyon, Potter, Randall and Sherman.

Flooding is no longer expected to pose a threat.
