EVENING...

* WHAT...Flooding caused by excessive rainfall is possible.

* WHERE...A portion of the Panhandle of Texas, including the
  following areas, Armstrong, Carson, Collingsworth, Deaf Smith,
  Donley, Gray, Oldham, Palo Duro Canyon, Potter, Randall and
  Wheeler.

* WHEN...From 5 PM CDT this afternoon through midnight.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
  - High moisture will allow forecasted thunderstorms to produce
    excessive rainfall that can cause flooding.
