            WSW Amarillo. I-40 under South Washington
            Street was closed and was being re-routed
            due to flooding; video of several cars stuck
            in flood water that is covering the grill of
            a sedan, estimated at least 3 feet of water;
            report that Highway 87 leading to Filmore
            Street was closed.
