* WHERE...Northern Franklin, Northern St. Lawrence, Southern
  Franklin, Western Clinton, and Western Essex Counties.

* WHEN...From 4 PM Saturday to 1 AM EST Sunday.

* IMPACTS...Difficult travel conditions are possible.
